A plugin you install is not the same as a Skill the runtime may call. TARX Skills sit behind policy. They show up in Evidence. They cannot silently browse, write, or extract Vault.
Status skills are available now. Memory, Spaces, and Delegation are pilot-ready. Developers Join on Apple silicon. T-1 is the bench if you need to prove I/O.
This is how we teach Skills without turning them into a marketplace of ungoverned tools. Literacy includes knowing what the runtime is allowed to do.
