No. That is the point of a T-7 on the cell.

Is Plus the waterproof version?

No. IP65 is the T-7 enclosure. Plus is the optional radio pack.

Why not T-4?

T-4 is indoor / vehicle. The cell needs IP65 and field I/O.

Is this a live factory mesh?

No. We do not claim a live mesh.
